The way the vocals and accompaniment of an arrangement are written together is decided by the publishers of each particular version. The arrangement is usually written in a way that the accompaniment part isn't too high or low on the staff.
Therefore, we cannot transpose vocal octaves separately from the accompaniment. In these cases we suggest simply singing the vocal part up or down an octave, so that it is still in your desired key.
